The mother of a 4-year-old girl who authorities say was tortured by her mom's boyfriend before she died July 19 has been arrested.
Helen Reyes, 27, of Raleigh was charged yesterday with negligent child abuse causing serious bodily injury. Reyes left Teghan Skiba in the care of Jonathan Richardson, 21, while she went to military training in New Mexico. Richardson is charged with first-degree murder.
