NC treasurer needs more info on I-485 financing

State Treasurer Janet Cowell needs more information before judging whether the last leg of the outer loop around North Carolina's largest city should be completed with an unusual financing method.

Gov. Beverly Perdue announced two weeks ago in Charlotte the state would complete the last five miles of Interstate 485 by 2015. The road contractor would finance some of the project and be reimbursed over time by the state like a loan.

Cowell's office said Tuesday project terms and conditions haven't been finalized so it's unclear if there are any concerns.

Perdue said late Tuesday the Attorney General's Office indicated to her before her announcement that the plan was lawful.

Cowell's support is important because her office manages the state's debt.
