Regional Briefs: Soldier from Lenoir killed in Afghanistan

WASHINGTON -- Military officials say that a North Carolina native was among three soldiers who were killed when a bomb exploded near their military vehicle in Afghanistan.

The Department of Defense said yesterday that Spc. Jason R. Parsons, 24, of Lenoir, N.C., died Jan. 9 in Zabul province.

Also killed were Maj. Brian M. Mescall, 33, of Hopkinton, Mass., and Spc. Joseph M. Hernandez, 24, of Hammond, Ind.

The three were assigned to 1st Battalion, 4th Infantry Regiment in Hohenfels, Germany.

Gov. Perdue's office reviewing e-mail policy signed by Easley

RALEIGH -- Gov. Beverly Perdue says that her office is reviewing an exec­utive order filed by predecessor Mike Easley that attempts to clarify policy about state e-mail.

Easley signed the order Friday, a day before he left office.

The order responded to a lawsuit filed by media outlets last year accusing his administration of breaking the law by systematically deleting e-mails that were public records. Easley denied that occurred and formed a state panel to determine whether e-mail-retention policies should be changed.

Media lawyer Hugh Stevens said that his clients are reviewing the order. Perdue had planned to sign her own executive order yesterday on e-mail but delayed it so that she could examine Easley's order.

Researchers studying minors' access to alcohol on Internet

CHAPEL HILL -- North Carolina researchers want to know how easily teenagers and underage adults can buy alcohol online, and they are recruiting students to help find out.

UNC Chapel Hill will begin a $400,000 study later this year to determine if students ages 18 though 20 can buy wine, liquor and beer through Web sites.

Some Web sites appear to require only a mouse click asserting that the buyer is at least 21.

All participants will be under academic and legal supervision. They also will be given immunity by prosecutors.

The study is being run by the same researchers who did a similar study on cigarette sales that helped put a major dent in online sales to minors.

Planes avoided collision at N.C. airport, officials say

CHARLOTTE -- Authorities say that two airplanes avoided a collision at a North Carolina airport this past weekend when a jetliner that was landing pulled up to avoid a plane on the runway.

America West Airlines Airbus A321 aborted a landing and circled for another try Sunday at Charlotte/Douglas International Airport.

FAA spokeswoman Kathleen Bergen in Atlanta said the "go-round" procedure is not uncommon and probably happens once or twice a day at the airport. She said that quick reaction by air-traffic controllers and the pilots kept passengers out of danger.

Animal-rights groups request permanent custody of horses

RALEIGH -- Two animal-rights groups and an animal-cruelty investigator are asking for permanent custody of seven horses found starving in a North Carolina pasture.

The Animal Legal Defense Fund, the U.S. Equine Rescue League, and investigator Kelli Ferris filed a request for a permanent injunction yesterday in Wake County Superior Court.

The documents say that eight horses were living in a rented pasture outside Willow Springs and had no access to hay. The horses, some of which were nursing or pregnant, were eating dirt and bark off trees. An eighth horse died of starvation.
