The November elections promise to be among the most hotly contested in decades, and that means that North Carolinians may not stick to their typical strong preference for Republicans in federal contests. In the U.S. Senate race, Republican incumbent Sen. Elizabeth Dole faces only a nominal challenger in the primary, and the Journal endorses her bid for re-nomination.

On the Democratic side, state Sen. Kay Hagan of Greensboro is the best choice. Hagan has good experience in the General Assembly, where she has been instrumental in forming the state budget and in crafting a pro-business agenda. Hagan is smart, tough and feisty and promises to run a spirited campaign for what many have long considered to be a seat Dole would have no trouble keeping.

In the Democratic race for the 5th District U.S. House nomination, and the right to face Rep. Virginia Foxx, the Journal endorses Roy Carter, a retired teacher and coach who lives in Ashe County. Having grown up in the Northwest mountains, and having taught and coached in Ashe, Wilkes and Surry counties for many years, Carter knows the district well. He has been running a well-organized, energetic campaign, demonstrating skills that would serve him well in Congress.
