Regional Briefs: Fulton is Forsyth's principal of the year

Randy Fulton, the principal of Mineral Springs Middle School, was named today as the 2009 Wachovia Principal of the Year in the Winston-Salem/Forsyth County Schools.

Fulton has worked for the school system for 33 years, including the past nine as principal at Mineral Springs. He was selected from among 80 principals.

The N.C. Department of Public Instruction and Wachovia Bank sponsors the state award. Truliant Federal Credit Union sponsors the local award.

Fulton will now compete with other local award winners from Northwest North Carolina. One of the eight regional winners will be selected as the 2009 N.C. Wachovia Principal of the Year.

Wake Forest student, 21, is found dead in dorm room

A Wake Forest University student was found dead in her dorm room early yesterday morning, officials said this afternoon.

Canda Kinney, 21, of Lexington was found in her dorm room at Polo Residence Hall at 4:22, said Lt. David Kiger of the Winston-Salem Police Department. Kinney was a senior.

University and Winston-Salem police are investigating her death but don't believe that foul play was involved, Kiger said.

Kevin Cox, a spokesman for Wake Forest, said that students were told about the death by e-mail yesterday morning.

Neither alcohol nor drugs appear to be factors in her death, Cox said.

Highs in lower 50s will bring end to balmy days

Today and the rest of the week will definitely be jacket weather, as the high temperature falls nearly 20 degrees from earlier in the week.

According to the National Weather Service, today will be much cooler, with highs in the lower 50s, and the temperature dropping into the mid-40s in the afternoon. Occasional rain is expected, with the chance of precipitation about 100 percent. Tonight is also expected to be rainy, with lows in the mid-40s.

Yesterday's high was 76 at Piedmont Triad International Airport.

The cool, rainy weather is expected continue through the weekend, with highs in the 40s and 50s, and lows in the 40s. Sunday night's forecast calls for lows in the upper 30s.

Mental-health advocates protest cuts in state budget

RALEIGH -- Advocates for the mentally ill, disabled and substance abusers in North Carolina say that the spending cuts required in this year's budget are creating an emergency for providers and patients.

At a news conference today, they will ask Gov. Bev Perdue to find the money to block $400 million in spending cuts. A group called The Coalition also wants Perdue to call legislators back to Raleigh so they can fix some of the problems.

Coalition Chairwoman Jennifer Mahan says that the cuts are forcing local mental-health offices to limit services and providers to stop offering certain treatments because the reimbursement rates from the state are lower.

Lawsuit settled in shooting death of Fort Bragg soldier

GREENSBORO -- Representatives for a Fort Bragg soldier killed during a training exercise have settled a lawsuit against the former sheriff's deputy who shot him.

An attorney representing the estate of Tallas Tomeny in the excessive-force lawsuit said yesterday that the two sides agreed to settle the case.

Another soldier injured in the 2002 shooting, Stephen Phelps, is continuing his claim against the deputy, Randall Butler. Opening statements are set to start today in federal court in Greensboro.

Butler had shot the two soldiers during a traffic stop as the men participated in a Special Forces role-playing exercise. The former Moore County deputy has sued separately, saying that the Army failed to inform others about the training.
