■ Buccaneers: Tampa Bay signed kicker Connor Barth and released Shane Andrus.
Barth, who kicked at North Carolina, was cut by the Miami Dolphins in August. He kicked in 10 games for Kansas City last season, making 10 of 12 field-goal attempts and all 24 of his extra-point attempts.
Andrus signed with Tampa Bay after Mike Nugent struggled early this season. He played in three games, going 0 for 1 on field-goal kicks and 6 for 6 on extra-point kicks.
■ Redskins: Owner Dan Snyder of Washington, making rare in-season comments about his team, said he feels terrible and that he's hurt, frustrated and apologetic about the play of the Redskins.
Speaking at an event to celebrate the Redskins' charitable program to renovate football fields at Maryland high schools, Snyder said: "We feel frustration and are disappointed for our fans. Obviously our performance to date is not what we expected, and we hope to turn that around."
Afterward, speaking to a small group of reporters in a parking lot, Snyder said: "I feel bad for the fans. I feel sorry for the fans, and we're very, very appreciative of our loyal fan base. We just feel terrible. We're disappointed. We're embarrassed, and we hope to get it going soon."
■ Browns: Armed with thousands of e-mails and looking for answers, die-hard Cleveland fans Mike Randall and Tony Schafer met yesterday with owner Randy Lerner to discuss the team's problems.
Randall and Schafer were scheduled to spend 30 minutes with Lerner but ended up staying in his office for two hours. Randall, aka "Dawg Pound Mike," said that Lerner was receptive to their ideas and tossed out a few of his own. Randall was impressed with Lerner's passion and determination to get the Browns (1-7) turned around.
■ Seahawks: Struggling Seattle released running back Edgerrin James yesterday, two days after a lackluster 38-17 loss to Dallas. James signed with Seattle in late August hoping to revitalize a career that fell flat after he moved from Indianapolis to Arizona.
In seven games as the backup to Julius Jones, James had 46 carries for 125 yards and no scores. He gained 17 yards at Dallas to pass Marcus Allen for 10th place on the NFL's all-time rushing list with 12,246 yards.
■ Bills: Cornerback Terrence McGee had arthroscopic surgery on his right knee for minor damage and expects to be out about two weeks.
McGee said yesterday that he waited to have the operation on Monday, so that he would not miss much playing time. Buffalo (3-5) won't play again until Nov. 15, at Tennessee.
■ Labor talks: Commissioner Roger Goodell told The Associated Press that he'll participate in the latest round of negotiations with the players' union and that he'll be in New York today for talks about a new collective-bargaining agreement.
The NFL opted out of the CBA last year, although the contract won't expire until after the 2010 season. That season will not have a salary cap under the current CBA. DeMaurice Smith, the executive director of the NFL Players Association, has said he hopes to have an agreement before then.
