Scaled-down proposal better meets objections of neighborhood residents

A proposed building on the northeast corner of Country Club Road and Queensbury Road was recommended for approval yesterday by the City-County Planning Board.
MPAG LLC and Aladdin Builders Inc. want to rezone nearly an acre from residential use to limited office-district use.
The planning board's staff said that the petitioner's request had changed substantially since it first came before the board in December and was recommended for denial. The Winston-Salem City Council has returned the case to the planning board twice since December.
In its earlier versions, the proposal was opposed by some of the residents in the surrounding neighborhood, including Anita Love who lives on Queensbury Road. But yesterday, Love and Steven Campbell spoke in favor of a scaled-down proposal by MPAG and Aladdin Builders.
Campbell, who lives in a house across from the proposed building, said that the petitioners worked with the neighborhood and that he is happy with the latest proposal.
Love, who fought the project as long as she could, agreed.
Initially, the petitioner proposed building a 14,600-square-foot building on an acre in a pedestrian business district, which includes office and retail services. Now, the request is for a 7,500-square-foot building on a 0.75-acre site in a limited office district. The height of the building has also been changed to look more residential.
The limited-office-district zoning is primarily for moderately intense medical, professional, administrative and government office uses on small- to midsize sites in a suburban setting.
In other business, the board approved a request to rezone 44 acres on the east side of University Parkway across from Opal Drive that would allow an expansion of Bill Plemmons RV World, a recreational-vehicle dealership in Rural Hall.
JP & SP LLC and 4-S Properties LLC want to rezone the property from highway business use to highway business and residential use.
There was one vote against the petition.
Board member Carol Eickmeyer said that even though the planning board's staff limited some uses for the property, there were still too many uses allowed under the proposed rezoning.
