Published: September 6, 2008

NORTH WILKESBORO -- The town of North Wilkesboro lifted its mandatory restrictions on water use yesterday. The drought had so severely affected the flow of the Reddies River, North Wilkesboro's water source, that the town had imposed mandatory water restrictions for the first time in its 117-year history.

Recent rains, especially the remnants of Tropical Storm Fay, helped restore the stream's flow.

The Reddies had gotten as low as 11 cubic feet a second, or about 82 gallons a second. Yesterday, it was at 31 cubic feet a second, or about 231 gallons a second.

Town officials said they issued warnings but didn't impose any fines during the mandatory restrictions, which started July 31.

They are asking people to continue to conserve water voluntarily, and caution that it could be necessary to return to mandatory restrictions in the future depending on conditions.

Man spared death penalty in murder of former student

RALEIGH -- A man charged in the stabbing death of a former student at N.C. State University student has been spared a death sentence.

Joseph Sanderlin was sentenced to life in prison yesterday after pleading guilty to first-degree murder in the death of Lauren Redman.

Redman was found bleeding outside her Raleigh apartment in November 2005.

The plea agreement was accepted by the Wake County district attorney, Colon Willoughby, who recently received information from Sanderlin's attorneys indicating that Sanderlin, 26, is mentally disabled.

Under state law, the only punishments applicable to someone who pleads guilty to first-degree murder are sentences of life or death.

Byron Lamar Waring also was charged in connection with Redman's death. He was sentenced to death in July 2007.
