Gray said that Lexington has already seen interest income decline and less property-tax revenue coming in.
He said he will meet with departmental staff members this week to discuss ideas on ways to reduce spending by 2 percent to 5 percent, including whether large projects or capital purchases can be delayed.

Murphy in the Morning is back on the air on WKZL 107.5 FM.
On Thursday, the station announced it had suspended Jack Murphy and his staff, saying that the show "may have engaged in an illegal phone call" during that day's show.
The show had called a man as part of an on-air stunt, promising a cash prize if he would propose to his girlfriend on the air but saying that she had to dump him if he didn't.
The man grew irate and threatened legal action.
The show was off the air Friday, but returned yesterday minus Murphy, who was out sick.
But Murphy called in during the broadcast, explaining that he had violated a company policy in the call and that the management at the station "felt it appropriate to have a one-day suspension."
