■ Panthers: The NFL has fined defensive end Julius Peppers $10,000 for a helmet-to-helmet hit on quarterback Matt Ryan of the Atlanta Falcons.
Referee Ed Hochuli was loudly booed when he threw his flag for roughing-the-passer on the play Sunday, which wiped out Richard Marshall's interception return for a touchdown early in the first quarter in Carolina's 24-9 win.
Replays showed Peppers led with his shoulder, but the NFL determined yesterday that Peppers then hit Ryan in the head, drawing the fine and supporting Hochuli's on-field call.
■ Eagles: Brian Westbrook went through his first full practice in two weeks yesterday and appears likely to play Sunday when Philadelphia meets the Washington Redskins.
Westbrook is questionable on the injury report but participated more in practice as the week progressed.
Tight end L.J. Smith is listed as questionable but seems likely to play after practicing all week.
Veteran quarterback Donovan McNabb, who played through a chest bruise last week, is still working through the injury, Reid said.
■ Jaguars: Jacksonville will be without starting safety Reggie Nelson (knee) and starting cornerback Drayton Florence (groin) when it plays Pittsburgh on Sunday night, Coach Jack Del Rio said yesterday.
Nelson bruised a knee two weeks ago at Indianapolis when he collided with teammate Brian Williams. He sat out last week's game against Houston. Florence strained his groin on the final series against the Texans, and both players missed practice all week.
Cornerback Will James and Texans, and safety Gerald Sensabaugh are expected to start against the Steelers.
■ Saints: Top draft pick Sedrick Ellis of the New Orleans Saints will miss two to four weeks with an injured right knee. Ellis, a defensive lineman from Southern California, has a medial meniscus tear. He left Thursday's practice after hearing what he said was "'kind of a click" in his knee.
■ Ravens: Starting cornerback Samari Rolle had neck surgery this week and is expected to miss at least a month. Rolle suffered a stinger in Sept. 21 against the Cleveland Browns after intercepting a pass.
"It was all kind of related from a stinger perspective. That was what he felt, the tingling in the shoulder, too," Coach John Harbaugh said yesterday.
■ Titans: Tennessee might be without wide receiver Justin Gage for the second time in three games when it plays at Baltimore on Sunday. Coach Jeff Fisher said yesterday that Gage, who is second on the team with 12 receptions, would be listed as doubtful because of a right knee injury that kept him out of practice all week.
Fisher also said he still has not decided whether Vince Young would be the second- or third-string quarterback Sunday behind starter Kerry Collins. Young practiced for the first time this week since spraining a knee in the opener.
■ Falcons: Attorneys for Michael Vick have asked a federal bankruptcy judge to appoint a mediator to help settle his financial obligations with creditors.
At a hearing yesterday in Newport News, Va., lawyer Paul Campsen indicated that court-ordered mediation would make sense and save money.

Vick's lawyers have said they are still using accountants to track down his assets and liabilities.
Vick, once the highest-paid player in the NFL for the Atlanta Falcons, is serving a 23-month federal prison sentence after his conviction on dogfighting charges last summer.
